I trying to upgrade to 2.3.7 and having replace the previous installation, i get this message from the page:

You must log in to post replies.Check the permission of your "upload" folder. It should be 777.
It shouldn't be 777 and it has nothing to do with it.
Make sure ext_xml is enabled in your php.ini
I had the same problem and 777 resolved it.
chmod 777 is a security risk. If the problem is indeed with inaccessibility of files you should be using chown and assigning correct user/group, instead of bypassing file system permissions

My mistake. php7.0-xml was installed and extension xml appears, but I had not removed
php5-common php5-dev php5-gd php5-json php5-mcrypt php5-mysqlnd
