You could try upload_users from https://github.com/arckinteractive/upload_users. It's slightly newer than the version available here and there's a chance it will also work on recent versions of Elgg.

In most cases the latest releases are still available here on the Community site and you won't find any new versions elsewhere (i.e. if there's no release for the recent versions of Elgg available here there's just no version at all because the plugin author abandoned the plugin).
Sometimes there are new versions available for example on github and the plugin author just didn't make a new release here for some reason (maybe not thinking that a new release is ready yet or just not having the time to do so). There are links on plugin pages pointing to "Plugin/project homepage" and/or to "Code repository". If the plugin author provided these links, it can help to look there for new versions. But you won't find new releases there in any case. And you need to be carefully testing any newer versions there as they might be a work-in-progress not fully working.
