You can have elgg and wordpress installed on the same server (different folders). However elgg plugins cannot run on wordpress

I think it had been said clearly already: you can't install Elgg plugins on Wordpress and you can't install Wordpress plugins on Elgg. There are no steps that can be given as it simply is not possible.
You can install Elgg and Wordpress in parallel on your server though. But it will be two separate sites then. The only common thing could be a shared login for example using this plugin: https://community.elgg.org/plugins/1983786. The a user could register on the Elgg site, if he has already an account on your wordpress site.
You can make an Elgg into a subdirectory or subdomain, which ever you fancy but unzipping Elgg in the root directory of Wordpress is impossible. There can only be one type of index.php file in the root directory.

Mmm, Separate sites means, using diferent hosting/directory, diferent database or prefixed tables. That means are complete separated web application. I think the word "parallel" is misused referring the same server/hosting. I hope I could help.
