Yes. And nowhere does it tell readers how to add a menu item into that menu. It's written by devs for devs & is glaringly incomplete. For example, it talks about sections, but doesn't give the list of valid sections, nor where each is.
There cannot be such thing as a "list of all valid sections", because any plugin can add as many new sections as they want.
That particular dropdown is not a section, but it's own menu item. Aalborg theme adds it here: https://github.com/Elgg/Elgg/blob/1.11/mod/aalborg_theme/start.php#L37
And then it adds other menu items under it like this: https://github.com/Elgg/Elgg/blob/1.11/mod/aalborg_theme/start.php#L56
The documentation cannot explain everything. It just gives you the basics to get started. After that you'll have to dig into the source code and study how it works.
who else would the documentation be for? It requires coding to add the menu items which means the expected end user for such documentation would be a developer.
Matt: the documentation should be complete re the core. the end user of the documentation would be newbie devs. documentation as it is currently is incomplete & therefore not much help in some cases.

Juho: the Aalborg theme uses the user account settings drop down, but the default theme also makes use of the menu. I am trying to ensure that my plugin works with all themes using that drop down menu because I will be offering it to the Elgg community as a free plugin bundle.
