I want to have a chinies username? is it possible?
I use ELGG 1.8.16 and it fails in some core funcgion like get_user_by_username. and setting the default page owner. etc?

What name are you testing? What page/URL causes the problem? Do you see a white page? Are there errors in the server error log?
in thewire plugin onwner.php calls elgg_get_page_owner_guid, which in turns calls
default_page_owner_handler which calls
get_user_by_username($segments[2]);
that fails .
That is working perfectly on my test site.
Do you have PHP's mbstring extension installed?
YES php info says it installed
but in ini file everything is commented, can you show me your php.ini file
