Edit how? Your questions are very vague. There's no plugin to edit core plugins look and feel. You'll need to make a plugin to customize the look and feel of Elgg.
Number 1 rule for Elgg (and probably other frameworks): never edit core files.

I want to edit all the parts and add plugins to it

You'll need to learn how to make a plugin then, the link above I gave you will point you to the right direction.
It sounds like you're confusing Elgg with a CMS. Elgg comes with a site pages plugin so you can add a few basic pages. Additionally there's the anypage plugin (just search for 'anypage') which is a little better still. For complete customization as Cim said you'll need to add/build plugins. There's plenty of plugins in the community that are freely available. Unzip them to the mod directory and activate from Admin -> Configure -> Plugins
Typically such plugins are just a starting point though. To get the most out of it you should either be a programmer yourself or find a programmer who can make it all look and feel how you want.
