I was having similar problems once and for me the reason was that PHPUnit version was too old.
@juho: What should be the phpunit test version? BTW my version is: 4.0.17
That should be new enough.
I believe unit tests are only available if the full dev packages are installed - ie. cloned from github and run composer. They dev packages are not loaded into the release archive.
