Are you using Elgg 1.8 or 1.9? Elgg 1.9 has translation files for multiple languages by default. Is your language missing from those translations?
I have elgg 1.9. and My language is indonesia. can you help me. What should i do?

Hello, as @Juho said, Elgg has files for each language (en.php for english, es.php for Spanish and so on). You should add your language in the folder "languages" and add the translation for each key. I recommend to base your language in the english (I mean, copy and paste en.php renaming the new file as in.php ) and start editing that file.
If you open en.php you will realise how it is done, I mean, it is an array. You should also check the other files to see the differences.

All translations made there will be shipped with Elgg in each release

I have interpreted English to Indonesian manually. I edit the language folder, but after I test it on localhost, my elgg script still using the English language. So how do I change the language to English to Indonesian or what file should I edit it manually?
Did you change the site settings? Also, did you change your personal settings?
Please remember, the languages translates elgg, not the content
I changed the English to Indonesia by way of manually change the file en.php to id.php
