I am having a problem with my site. It has been down for a few days with what I feel is a database problem. Could someone please help?

What makes you "feel" it's database problem? Give us some more info so we don't need to guess everything...
Thanks for the reply. The main reason I feel it is a database problem is because my host provider says that it is.
I started out to upgrade from 1.8.17 to 1.9.4. At first I was getting a blank white page. That was resolved by reloading 1.9.4. Since then I keep getting a fatal error.

That's the issue. It's either a hardware or network issue, but it's not an Elgg issue. It's something you need to resolve with your host/sysadmin.

Still having problems with my site.
I have upgraded to 1.9.8 and restored the database. The site is now working but I can not access most of the admin dashboard or plugins list. Can someone please help me with this? I do expect to pay someone for any help.

Did you click on upgrades on the right side and follow instructions?
Which version of Elgg 1.9 have you installed (version with regard of license)? There is a MIT licensed version and a GPL licensed version. The MIT licensed version of Elgg does not contain any plugins. If there are no plugin folders in the mod directory, you have installed the MIT version. In this case download the GPL licensed version of Elgg and copy it over your existing installation. You just have to make sure to download the same release of Elgg (for example Elgg 1.9.8 from http://elgg.org/getelgg.php?forward=elgg-1.9.8.zip) and it won't be a problem.
If you see plugin folders in the mod directory but the list of plugins on the plugin page in the admin section is empty, the files and folders of the plugins have wrong permissions (webserver can't read them and therefore they are kind of non-existing for the webserver). In this case fix the permissions.

"cim" yes I have clicked on the "Upgrades" on the right. It just tells me "Your installation is up to date! ", no instructions. I have also ran upgrade.php several times.
"iionly" I have made sure that I have the GPL version and have reloaded it a couple of times with the same results. The permissions are all set to 755. Do I need to give all of them write permission also? I have had an ownership problem in the past but all the ownerships are correct as they should be now.
Still having the same problem.
Are the plugins owned by root or the web server?
