I think this is possible with a plugin /mod who can be found in the Plugin page
Named Default Widgets or something.
A drag and drop default widgets plugin is included as part of Elgg 1.5.
However, default widgets can still be deleted I believe. You would need to over-ride the widget view to remove the delete link I believe to lock them down.

And yes, then probably with a if function or something to show the delete link not at the widgets which cannot be deleted, thank you for the input!
