First of all I'd like to thank the elgg owners/developers & community - looks like a great solution for so many requirements......
I am new to elgg, just installed on a shared server and now learning/testing etc with a few friends as beta testers.
My first question is:- Can a group own groups? - so a group called "Project Management" can have a Group called Project 1, Project 2 etc. I think this would help control access to this section of our proposed site.
If the answer is yes;
Is there a (simple / no coding) way for a Group to create a create today?
If (today) this is not possible or simple (but the curent dat model supports this) then can anyone say how much work is requierd to achieve this?

In principle, yes, but in practice there is no interface for this.
Also, groups are not the only way and are not usually the best way to implement access control.
Keep your eyes open for a new Elgg plugin (currently in Curverider's SVN repository) called Shared Access that might be closer to what you want.
