Any linux have wget I believe if not have is easy
Centos and family make in SSH Root the command: yum install wget
Ubuntu Debian etc make in SSH root the command : sudo su and after make :apt-get install wget
Now you need to setup the cron. Normally I not use Cpanel, Plesk or Directadmin because is lose money and time with configurations but you need to setup like explain here http://docs.elgg.org/wiki/Cron
if by example you setup Hourly you make minutes 0 Hours every Hour and the rest leave
