I have elgg 1.7.4 and here is my problem :
a new member without profile pic does not appear on the home page (Newest Members)
what page or php code should I change it?

I think there should be an option that forces New Profiles or New Sign Ups to Post a Picture. I really get tired of all of these FAKE Auto Generated Accounts that show up ever so often.
Add an option to register to upload a profile pic. Decline registration if image uploaded is null or invalid? Hehehe.

woodpecker: I am not quite sure, but it looks like he is grabbing every single user instead of just icons that are attached to users.
If no icon has been uploaded then there is no icontime so the user will not appear. One an icon has been uploaded the user will appear.
Not a bug, but has been a common problem/situation with elgg for a while. Call the users themselves instead of metadata related to their icon (as WG showed) and there will be no problem.
Profile manager plugin sets an option to register to upload a profile pic during registration,

@ jaxcatz, I am using Profile Manager, but still some users get away w/o uploading the profile icon :)
