I'm sure not rocket science - probably need to goto the input form that pulls in the add comments view and remove that reference...
So maybe somthing like?
if (isset($vars['entity']) && isloggedin() && user !=(users name))
no that won't work that just block the owner of the page :-(

What comments? Disallow comments for Blogs, Pages, or what?
Recently for a site I worked with Blogs alone (you can find the dialog in Elgg). They wanted comments disallowed when a blog is opened and comments allowed when the topic is closed. My solution was in the languages files. but I suspect you are discussing something more serious and intricate.

I have a user named Help. The pages that Help creates do not need member comments. If they need answers more than Help provides then they can Message Help and an admin will respond to their concern. That kind of give you an idea where I am going or at least looking to achieve.

Really sorry, Steve, looks like Pages languages file is different, so no answer now. But I am challenged by the question and plan to chase it.
