The error message is quite generic. Usually happens when site fails to connect with your sql db. Check your error log for some valuable information.
@Rafael, this may be due to a change made in 1.8.6. If so, this this small core patch may work for you. If it doesn't help, please remove it.
@Steve Clay, thanks but this is not working. just getting de same errors again.
@Team Webgalli, my log only show this, how can i identify the problem?

anybody knows a good hosting for mySQL databases without Connection Limit?
You need to check your web server's error log. E.g. /var/log/apache2/error_log. On shared hosting there's usually a UI to see these.
Is it a new installation of Elgg 1.8.6 or have you upgraded from an older version? If upgraded, has the error occured before? Do you have any 3rd party plugins installed? If yes, does the error also occur when you disable them and only keep the bundled plugins active?
@iionly it's a new installation. i have third party plugins and already try to disable them and enable 1 by 1 to detect the broken pluguin but i have noted that is happening only when we have 2 or more users online, but my host provider give me 20 simultaneous connections by default.
the error message is quite generic. but how can i check the error logs?
Log into your host provider's control panel and look for "error log".
@all This is error which occour when some of tables get lock,

You can find the error messages from cpanel or look for a file named error_log inside your elgg installation.
