Can a elgg site on a expensive dedicated server handle 4 million visits a month? hope i have not asked this before!

This is a very bad question, and answers as a result are not precise... You should ask how many users Elgg can service at once. 4 million requests per month is approx. 5k per hour, which is approx. 1.5 request per second - provided you think about dividing requests evenly throught the whole month (which never happens).
Elgg can handle 1.5 users requesting content in the same time. This is approx. 45 users at once and it can be handled on eg. Athlon 2GB, with 750 mb RAM, which is pretty much a limit for this setup for Elgg 1.7.

What will the users be doing on the site? :) How many readers vs rabid content creators... Highly dependent on plugin choice as well.

UK, you should really consider some other measurement form than "X request per week". It depends how your users will be using a website, as if they all use it only eg. 2 days per week for 8 hours and all requests are on those two days, you will have much larger traffic than if it's spread evenly. You will need better server or optimizations then.
If you plan to have lower traffic, I would recommend you VPS server, they're much cheaper (eg. in Poland you can get good VPS for 15-20 USD/month).
