Hi!
I am using Elgg 1.8.18, Version - 2014110100 , and I just wants to edit the height of topbar , but when I look the css file location through Google Chrome Inspect element that show this directory [ /cache/css/default/elgg.1395202524.css ] , but there no such type of directory in my server , can you help me to fix this one,

views/default/css/elements/layout.php
You need to extend that css view with your theme/plugin:

I find the css code from views/default/css/elements/layout.php , but its not working I have changed the values but thats are not working , not appearing changes on my site,
Is there any other css exists that don't allow to work this ?
First, have you got caching on? If yes, either put it off for developing, or use the 'flush cache' button on your admin dashboard, prabably, the old css file is still in the cache.
Secondly, and maybe the most important, you shouldn't edit the core files (in your case: views/default/css/elements/layout.php)
You should make a simple basic plugin skeleton where you extend that view with your own css file, this way you don't have to all the work again after a minor update of your Elgg install.
Read the link that rjcalifornia posted earlier about extending view.
ok , Got it , actually I was not flushed the cache , now its working after clearing cache ,
