Elgg 1.10.0-rc.1 has been released and is available for testing and feedback. This is the first release candidate for the upcoming 1.10 stable branch. As a release candidate it is not yet considered officially stable so please be cautious using it directly in a production environment. As always please report bugs/issues to our issue tracker at github.

However, note that Elgg's dependencies are not considered public API, so this notice is only a courtesy. Please explicitly declare your dependencies on third party vendors, even ones that you know Elgg already includes. We may remove or update them at any time. (c3b0d8bc)

Super. There are conflicting log messages, so to remove any ambiguity, 1.10 requires PHP 5.4.
Download page url should be http://elgg.org/download.php.
Additionally, when trying to download version 1.10.0-rc.1 you currently get 1.9.7.

Does this plugin allow site members set up individual blog pages for their account or just a single blog for the whole elgg site?
This isn't referencing a plugin, this is a release of the new version of elgg itself
Just a quick update on this - If you downloaded the package yesterday and found it was missing the vendors, my apologies, all part of the growing pains. Our move to loading vendors via composer required an update to our package build scripts. This has been completed and the new zip archive available at http://elgg.org/download.php is ready to install.
