I noticed the same but no one else until now has reproduced it. Does the issue get fixed if you force browser to reload javascript instead of using it from the cache (Ctrl + F5)?
Yes, reloading javascript fixes the issue!
Good to hear you got it fixed! It was very weird that I wasn't able to fix it in my own test environment.

my plugins for Elgg Elgg 1.9 will work in 1.11?

I'll go in reverse here. I just upgraded from 1.10 to 1.11 and all the plugins I use work fine (some were for 1.9).
Some of the plugins for 1.9 worked with 1.10 and continue to work with 1.11.
If you are upgrading from 1.9, you should upgrade to 1.10 first and then to 1.11 per the upgrade instructions in the documentation. http://learn.elgg.org/en/1.10/admin/upgrading.html
I did not tested because I would do at a time locally to see if everything will just work to update my website.
I let Elgg 1.9 users ever because I've just programmed according to the needs of users, if I do the update, double work
Something got messed up on the community site after the upgrade. Take a look at the plugins list, ordering is completely random.
You're right, the newest plugin hasn't been updated in years.

I'm slightly confused with the new version numbers. So I need to replace the existing core files completely when I upgrade from 1.9 to 1.10. But do I need to replace the existing core files completely when upgrading from 1.10 to 1.11 or can I just overwrite existing files?
@Darth I don't understand what you're asking. Isn't replacing and overwriting the same thing?
When in doubt, delete and replace is the safe way to go. The only time it really matters is if files were deleted or renamed, and having those old files will mess things up. Generally that won't happen unless there's a major release though.
