Elgg 1.8.18 has been released to address a bug in notifications introduced in Elgg 1.8.17.
Upgrade Elgg to fix this problem.

is there a list of changed files anywhere?
i would probably find manually over-writing the changed files easier than a full over-write.
yes what files where changed? is it just a few files?

Well, it is just what it says it is.
You don't have a default timezone set in your php.ini file.
add this line to php.ini (of course Europe/Brussels is my case, depends where you are located):
date.timezone = Europe/Brussels

@UK As I said, it is a server issue. This means that it is on your server. The location of the file may vary. Web is full of instructions on how to find it: https://www.google.com/search?btnG=1&pws=0&q=where+can+i+find+php.ini
