[River Plugin] String formatting missing on RSS feeds.

Description

The river plugin is failing to format strings properly for RSS. Plus, there are a couple of bits where the language is confusing. "Last News" is likely intended to be "Latest News", and it's listed in either Spanish or Portuguese as "Últimas Noticas" in index.php. I've included patches for both problems separately here.
