The ability to delete communities should be configurable

Description

In my opinion this should be a administrator configurable option. It is one thing to let users be in control of their space, weblog, comments and delete all if they feel so inclined. It is something else to let moderators (not "owners") of communities delete all contributions by all members.

It really depends how communities are uses in your elgg instalation. In some cases it may be appropriate to give owner (not "moderators") of communities the ability to destroy all content of a community.

That is why I think it should be a configurable (by the Administrator) option.
